In spite of criicism over the decision to air “The Road to 9/11,” a purportedly partisan reconstruction of the events leading up to the 9/11 attacks, ABC is planning to start the “It’s Clinton’s Fault” Network in the Spring.

ABC executive Roone Arledge said “Just like the news, we would like to see dramatic programming take on a fair and balanced approach.”

The top programming for next year includes “My Family,” about a family wracked by the trauma of the obscenity allegations in the Monica Lewinsky scandal, “The Agency,” a “24”-like action-packed drama that traces a police units pursuit of enemies unleashed by failures of surveillance and weak defense planning during the Clinton years, and “My Name is Bill,” a story, a la “The X Files,” of the upbringing and emergence of an enemy being, that later takes over the government, before being smitten by a just God.
